The Legend of Mother Sarah: City of the Angels #1 finds our heroine in a city overrun by the techno-fascist Elite army. Sarah comes across a band of young religious women -- the Church of Teres -- many of whom are the same age as her missing daughter, Satoko! When Sarah saves one of the girls' lives, she suddenly finds herself having acquired the reputation as a miracle worker.
In issue 2, Sarah gets thrown into prison with the girls' religious group. While captive, Sarah gets an earful of religion, and discovers that the leader of the group, a Mother Teres, has been encouraging the girls to sell their bodies to the troops in exchange for food rations. Sarah resolves to put an end to this practice and must confront the leader.
