Issue #3 tells the tale of General China's defeat at the hands of the tyrannical dictator Tomo Wolfe, so a focus on the late revolutionary leader was a logical route to go with this cover. As China's mask is a symbol of the Shadow Rebels struggle and an emblem of their revolution, not to mention an important piece of the entire Orchid puzzle, it became the focus of the cover.
