Robert Barbera is a mass murderer. At just over 1,200 victims, he doesn't warrant the attention of the great Nexus; he does, however, warrant the attention of PenMerc, Mercury's major prison. They intend to execute Barbera for his great crimes. And that warrants the attention of Plexus, Nexus' fusion-powered counterpart who stands for mercy and rehabilitation.
